The state housing fund rental service “Turmys” (hereinafter – the Service) is intended to implement clause 21 of the Standard Housing Lease Agreement from the state housing fund or from housing leased by a local executive body in the private housing fund, approved by the Order of the Minister of Industry and Construction of the Republic of Kazakhstan dated May 30, 2025 No. 187, in particular, for the registration of the above-mentioned agreements in the state property register.

In addition, housing tenants can view through the Service information on housing lease agreements concluded with them, including the terms of the agreement, accruals under such agreement, penalties, and payments received into the state budget.

Access to the Service is provided to landlords of the state housing fund (employees of authorized state bodies), subject to their possession of an electronic digital signature issued by the National Certification Authority of Kazakhstan.

Access to the Service is ensured by the joint-stock company “Information and Accounting Center,” which has been designated as the Unified Operator in the field of state property accounting in accordance with the Resolution of the Government of the Republic of Kazakhstan dated July 15, 2011 No. 802.
